Master Plan
This master plan serves as a guide to additions and renovations to this suburban campus and takes into consideration immediate needs as well as anticipated growth over the long-term.
Master plans are most effective when they test the responsible capacity of the land for development. Locating more building sites than are currently needed means UMBC has maximum flexibility for a variety of programs, even if some sites become encumbered for unanticipated reasons. The plan also protects and enhances natural areas, like the valley stream, far into the future.
ASG's planners consistently heard that the UMBC community wanted to "soften" or eliminate Hilltop Circle, the unofficial multi-lane border known as "The Loop". It was perceived as cold and dangerous for pedestrians because of speeding drivers and its width. Careful consideration led to the conclusion that eliminating sections would affect vehicle circulation and access to parking. As an alternative, the planning team proposed traffic control measures to make the road safer while preserving its functions.
In thinking of potential expansion over the 20-50 year horizon, ASG recommended a parcel occupied by an adjacent state hospital. It is near Baltimore/Washington International airport, downtown Baltimore, and is an ideal spot for UMBC/corporate sponsorships.
