When Baltimore renovated its civic arena, part of the program was a new attached parking garage for events there and at the nearby Inner Harbor and Convention Center. The mayor challenged the design team to create a facility that did not resemble a “typical downtown parking garage”. To meet the challenge, ASG opted to use a flat deck that maintains a consistent horizontal line. It includes flat parking bays at the exterior and a double-threaded helix ramped circulation system on the interior.

Service areas on the first floor are dressing rooms, truck loading, trash removal, and storage. The remainder of the space has retail.

The neighborhood to the west is the city's original warehouse and loft district, with many distinguished examples of masonry construction. After researching a number of them, ASG developed an understanding of the rhythm of their window placement and used similar details on the garage façade. It also maintains the character, lines, and mass of an urban building.
